FSC Advances Oversight of SSL Amid Client Payout Plans and Legal Challenges

In a recent development, the Financial Services Commission (FSC) has announced that significant progress is being made towards client payouts at Stocks and Securities Limited (SSL), following the latest updates from SSL trustees. According to the FSC, these payouts will primarily come from the sale of SSL’s international securities client portfolio, which is valued at more than US$30 million. The FSC underscored its continued regulatory oversight to ensure SSL remains compliant with the provisions outlined in the Securities Act.

The FSC, in directives issued on July 31, 2024, mandated SSL to provide regular updates on the status of these payouts. This move is aimed at ensuring transparency and accountability throughout SSL’s winding-up process. The commission noted that it will maintain close supervision over SSL’s operations to guarantee full compliance with the set requirements. These efforts, it stressed, are designed to protect the interests of SSL clients while preserving the integrity of the financial system.

Lieutenant Colonel Keron Burrell, Executive Director of the FSC, reiterated the commission’s commitment to safeguarding the rights of SSL investors. “Our diligent oversight is crucial in ensuring that SSL fulfills its obligations to clients promptly and transparently, in accordance with the regulatory framework established by the Securities Act,” he said. Burrell also confirmed that the FSC continues to work closely with law enforcement agencies to support ongoing investigations into any irregularities at SSL.

In light of these efforts, Burrell assured stakeholders that the FSC remains dedicated to ensuring transparency throughout the winding-up process and will continue to provide updates as necessary. SSL has been entangled in legal challenges and a fraud scandal since January 2023, with multiple lawsuits aimed at determining control over the company. While the FSC temporarily managed SSL, it lost control in May 2024 following a ruling by Justice David Batts, who affirmed Caydion Campbell as trustee, appointed by SSL’s previous board. The case is expected to return to court in the coming days for further proceedings.
