Jamaica and Global Partners Forge Major Alliance for Climate Finance

Jamaica is set to enhance its climate resilience and sustainable development through a pioneering initiative, the “Blue Green Facility,” a blended finance framework proposed at a staggering value of USD 500 million. This innovative approach is a collaborative effort involving the Government of Jamaica, the Development Bank of Jamaica (DBJ), and key international entities such as the Green Climate Fund (GCF), the Inter-American Development Bank (IDB), the World Bank Group, the European Investment Bank (EIB), USAID, and the United Kingdom.

The Blue Green Facility aims to provide a systematic, coherent, and scalable financial structure to address the urgent climate adaptation and mitigation needs of Jamaica. This initiative follows the approval of the US$764 million Resilience and Sustainability Facility (RSF) by the International Monetary Fund (IMF) in March 2023. The IMF’s subsequent review and support reflect Jamaica’s commitment and rapid progress in implementing robust climate policies.

Under the RSF, significant strides have been made in establishing a national natural disaster reserve fund, enhancing the incorporation of climate considerations in public investment, and improving climate risk assessments within the financial sector. These reforms capitalize on early measures like strengthening disaster risk financing, public-private partnership frameworks, electric vehicle policies, and energy efficiency guidelines for public buildings.

The accreditation of the DBJ by the GCF in July 2023 is a milestone that allows the DBJ to access significant GCF funding for major climate projects. Discussions about the operational modalities of the Blue Green Facility are ongoing. This initiative is expected to utilize a mix of grants, concessional loans, guarantees, and equity to mobilize private investment and support micro, small, and medium-sized enterprises (MSMEs) that are crucial for the local climate action.

Additionally, the DBJ, the Ministry of Finance & the Public Service of Jamaica, and the IDB are progressing towards meeting the conditions set out in the technical cooperation agreement for the project preparation facility signed in November 2023. This facility is expected to be operational by May 2024 and will focus on preparing projects that qualify for funding under the Blue Green Facility.

The country is also benefiting from international expertise and support, including a £1 million contribution from the UK for establishing a climate resilience investment framework. This is being developed in collaboration with the Caribbean Community Climate Change Centre and the University of Oxford, aiming to prioritize projects for the Blue Green Facility.

Minister of Finance and the Public Service of Jamaica, Nigel Clarke, expressed optimism about leveraging these international partnerships to catalyze further climate-smart financing, stating, “We are pleased to be leveraging Jamaica’s participation in the IMF’s Resilience and Sustainability Trust program to crowd-in further financing for climate smart development. The progress announced today is in keeping with the efforts of the GOJ, working with our multilateral and bilateral partners, to mobilize the blended financing required for sustainable infrastructure investment. The Blue Green and Project Preparation facilities will be particularly catalytic, and when operational, will enable an accelerated pace of development.”

This ambitious initiative marks a significant step in Jamaica’s journey towards sustainable growth and resilience against the backdrop of global climate challenges, highlighting the critical role of international cooperation in tackling environmental issues.
