Jamaica's Portmore Resilience Park: A Step Toward Sustainable Energy

UDC Invites Bidders for Solar Power Project at Portmore Resilience Park

Kingston, Jamaica – November 8, 2024: The Urban Development Corporation (UDC) is spearheading a major renewable energy initiative aimed at enhancing sustainability and environmental resilience in Jamaica. As part of its ongoing development, the UDC has announced an open bid for the design, supply, and installation of a 200 kW solar power system for the Portmore Resilience Park currently under construction in St. Catherine.

This solar power system is expected to generate at least 30,000 KWh of alternating current (AC) energy each month, contributing significantly to the country’s shift towards cleaner energy sources. The initiative aligns with national strategies to cut carbon emissions and bolster energy independence, reinforcing Jamaica’s commitment to sustainable development.

The design phase of the project calls for innovative energy solutions, offering flexibility through three storage options: 24-hour battery storage, 48-hour battery storage, and a grid-tied system. This adaptable approach is critical for ensuring continuous energy supply, addressing the unique geographic conditions of the island, and maintaining the park’s energy autonomy under varying circumstances.

Eligible bidders are required to demonstrate substantial expertise in renewable energy systems and meet specific qualifications, including holding a valid Tax Compliance Certificate (TCC) and registration with the Public Procurement Commission (PPC) under relevant renewable energy categories. This project will adhere to the standards set by Jamaica’s Public Procurement Act of 2015 and the Public Procurement Regulations of 2018, employing National Competitive Bidding procedures.

To facilitate participation, bidding documents are accessible on the Government of Jamaica’s Electronic Procurement platform. Interested parties must register on the platform, with submissions due by November 15, 2024, at 2:00 p.m. local time. Late entries will not be entertained, and the bid opening is scheduled for 2:15 p.m. on the same day, conducted via the online system. Additional details can be obtained through UDC’s tender email (tenders@udcja.com) or the corporation’s official website.

The Portmore Resilience Park, which was reported to be 25% complete as of October 2024, is a signature project under Jamaica’s climate resilience strategy. This multifaceted space is designed not only to showcase sustainable practices but also to educate the public on environmental conservation and disaster preparedness. By integrating renewable energy sources such as solar power, the park aims to minimize dependence on traditional power grids and position itself as a pioneering example of climate resilience in the region.
