Permanent Migration to OECD Countries Reaches Record High in 2023: Key Trends and Insights

Migration to OECD countries reached unprecedented levels in 2023, with 6.5 million permanent migrants arriving, according to the latest International Migration Outlook 2024 report. Temporary migration and asylum seeker numbers also surged, reflecting the growing dynamics of global migration.

Key Drivers of Migration Growth

The report highlights that family migration was the primary contributor to the rise in permanent migration, increasing by 18% in 2023. Humanitarian migration also witnessed a notable uptick, growing by 20%. Despite these shifts, labour migration remained a cornerstone, with nearly 1.2 million workers migrating to OECD countries, maintaining the high levels seen in 2022.

Record Migration Levels Across Several Countries

A third of OECD member states recorded record-high immigration levels in 2023. Countries such as Canada, France, Japan, Switzerland, and the United Kingdom stood out with significant increases. However, another third, including Denmark, Estonia, Israel, Italy, Lithuania, and New Zealand, reported declines in migrant inflows.

Labour Migration and Economic Growth

The sustained demand for labour has been a significant driver of migration trends. With many OECD nations grappling with labour shortages and demographic challenges, the influx of labour migrants has proven essential for economic stability and growth. OECD Secretary-General Mathias Cormann emphasized the importance of expanding labour migration channels to address shortages and manage migration more effectively. Temporary labour migration also surged, with over 2.4 million work permits and authorizations issued—a 16% year-on-year increase and 28% above pre-pandemic levels.

Asylum Applications Reach New Heights

Asylum applications across OECD countries broke records in 2023, with 2.7 million new cases filed, marking a 30% increase from the previous year. For the first time, the United States received more than one million asylum applications, surpassing the combined total for European OECD countries. Venezuela, Colombia, Syria, and Afghanistan emerged as the top countries of origin for asylum seekers. Overall, OECD countries provided protection to 676,000 refugees in 2023, including 160,000 resettled refugees, the highest number since 2016.

Employment and Entrepreneurship Among Migrants

Migrants continued to make significant contributions to the labour market, with immigrant employment rates reaching record levels in 10 OECD countries, including Canada, the United Kingdom, and the United States. Across the OECD, employment among immigrants hit 71.8%, while unemployment was at a historic low of 7.3%.

The report also highlighted the growing impact of migrant entrepreneurship. By 2022, migrants constituted 17% of the self-employed population in OECD countries, up from 11% in 2006. This increase in entrepreneurship has significantly boosted job creation, with an estimated 2 jobs created for every 10 migrants of working age. From 2011 to 2021, migrant-led businesses added nearly 4 million jobs across 25 OECD countries.

Harnessing Migration for Sustainable Growth

The International Migration Outlook 2024 highlights the pivotal role migration plays in addressing critical socio-economic challenges faced by OECD countries. As demographic shifts, aging populations, and labour shortages intensify, migration has emerged as a vital solution to sustain economic growth, maintain workforce levels, and stimulate innovation.

Migrants not only fill gaps in labor markets but also bring diverse skills and perspectives that enhance productivity and competitiveness. The increasing prevalence of migrant entrepreneurs underscores their capacity to drive economic transformation, creating jobs and contributing to local economies. By supporting immigrant entrepreneurship, countries can unlock untapped potential and foster a culture of innovation.

The Need for Targeted Migration Policies

To fully capitalize on the benefits of migration, governments must adopt targeted and inclusive migration policies. Such policies should:

  1. Enhance Accessibility to Legal Migration Channels
Expanding opportunities for legal migration, particularly in sectors experiencing acute labour shortages, can help reduce irregular migration and promote economic stability. Streamlined processes for work permits and visas can make legal migration more accessible and predictable.
  2. Invest in Integration Programs
Successful integration of migrants into host societies is essential to harness their full potential. Language training, skills recognition, and community engagement programs can improve migrants’ socio-economic outcomes while fostering social cohesion.
  3. Address Irregular Migration
Effective management of irregular migration through cooperation with origin countries, border management, and robust asylum processes is crucial to maintaining orderly migration flows.
  4. Support Migrant Entrepreneurship
Policies that facilitate access to finance, mentorship, and markets for migrant entrepreneurs can amplify their contributions to local economies and job creation. Initiatives such as business incubators and public-private partnerships can play a key role.
  5. Adapt to Changing Trends
As migration patterns evolve due to global crises, climate change, and geopolitical shifts, policymakers must remain flexible and responsive. Proactive planning can help mitigate challenges and leverage opportunities arising from changing migration dynamics.

Addressing Broader Challenges

Despite its benefits, migration also presents challenges that must be addressed to ensure sustainable outcomes. Rising asylum applications require efficient processing systems and international cooperation to support displaced populations. Additionally, balancing labour market needs with public concerns about migration levels remains a delicate task.

OECD countries must also tackle inequalities and discrimination faced by migrants. Ensuring equal access to opportunities and protecting the rights of migrants are not only moral imperatives but also critical to achieving inclusive economic growth.

A Vision for the Future

Migration, if well-managed, can be a powerful force for development and prosperity. The lessons from the International Migration Outlook 2024 call for a global, cooperative approach to migration policy that recognizes its multifaceted impact. By embracing migration as an opportunity rather than a challenge, OECD countries can create a resilient foundation for economic growth, innovation, and social harmony in the years to come.
