Suriname Launches Groundbreaking Initiative to Share Oil Wealth with Citizens

Surinamese President Chan Santokhi

In a transformative move aimed at ensuring inclusive growth, Suriname’s President Chandrikapersad “Chan” Santokhi has unveiled a financial initiative called Royalties for Everyone (RVI), designed to share the country’s future oil royalties with its citizens. Announced on November 25, the program promises every Surinamese national a savings note valued at USD 750, with an annual interest rate of 7 percent, funded by revenue from the energy sector.

President Santokhi detailed that the payments will commence after oil from the lucrative Block 58 is sold and royalties are received. “The RVI instrument ensures that every Surinamese in our country benefits directly from our oil resources. Each savings note, valued at USD 750, will accrue annual interest at 7 percent,” he stated. The funds, he explained, will come from future royalty income and will not burden the state with debt.

Key Features of the Program
The RVI, denominated in US dollars to preserve its value, will distribute payouts in Surinamese dollars. Special considerations have been incorporated for citizens over 60 and those with disabilities, allowing them early access to payments before the 2028 rollout.

Scheduled for full implementation in 2025, the initiative is part of a broader strategy to translate Suriname’s emerging oil wealth into tangible benefits for its population. “We must transform this economic milestone into opportunities for our people,” Santokhi emphasized. The program also aims to encourage entrepreneurship and youth development through enhanced education and training opportunities.

A Model for Inclusive Growth
The RVI initiative aligns with global examples, such as Alaska’s Permanent Fund Dividend, which allocates a portion of oil revenues to residents. Suriname’s approach goes further by integrating economic objectives, including incentivizing civic participation, fostering formal economic engagement, and rewarding citizens for their resilience during recent macroeconomic challenges.

The development of the RVI program has been spearheaded by Suriname’s Ministry of Finance and Planning over several months. Notably, the initiative will not involve loans or collateralizing future oil production, ensuring the sustainability of the country’s fiscal framework.

Foundation of Collaboration
The announcement follows an agreement between Suriname and TotalEnergies, a global leader in energy production. In October, TotalEnergies Chairman Patrick Pouyanné met with President Santokhi and Staatsolie CEO Annand Jagesar to finalize terms for advancing oil production. This partnership underscores the government’s commitment to harnessing international expertise while prioritizing national interests.

Pathway to Economic Empowerment
Santokhi’s vision for the RVI extends beyond individual payouts. By integrating oil wealth into the broader economy, the program seeks to stimulate financial inclusion, including increased access to banking services and the formal tax system. These measures aim to empower citizens to contribute actively to Suriname’s economic transformation.

As Suriname enters a new chapter of economic prosperity, the Royalties for Everyone initiative stands as a testament to the nation’s commitment to equitable growth. With its rollout on the horizon, the program promises not only financial benefits but also the potential to reshape the economic and social fabric of the country.
